# Cooking Steps:
01 - In a small saucepan over medium heat, combine whole milk and heavy cream. Heat until steaming but not boiling.
02 - Whisk in chopped bittersweet chocolate, cocoa powder, sugar, and salt. Continue whisking until chocolate is fully melted and mixture becomes smooth.
03 - Remove saucepan from heat and stir in vanilla extract. Maintain warmth until serving.
04 - Melt unsalted butter in a microwave-safe bowl. Add mini marshmallows and microwave in 20-second intervals, stirring between until completely melted.
05 - Stir crisp rice cereal into melted marshmallow mixture until evenly coated. Press firmly into a small parchment-lined dish to approximately 1/2-inch thickness. Let cool for 5 minutes, then cut into bars.
06 - Pour the hot chocolate into serving mugs. Top each with one marshmallow bar, allowing it to float and melt slightly into the liquid.
